With this study, NGOs wanted to put the issue of fairness into the political agenda. It starts from a simple reality: developed countries have the primacy of the fight against climate change, which they are historically responsible, unlike developing countries, which pollute little but pay the heaviest tribute of warming. This principle, recognized by science and which serves as a basis for legal actions, is one of the standards of climate negotiations. But the Paris Agreement on the climate does not specify how to divide the efforts between countries. He only calls them to explain how their climate commitments, taken voluntarily, are both fair and ambitious. What most of them, including France and the European Union, have not done.

To evaluate the just part of France, the climate action network mandated a consultant, who followed the methodology of the Climate Equity Reference Project – Developed by Two Think Tanks – already applied in the United States, Canada or Norway. The calculation incorporates two criteria: the historical responsibility of France in climate change – it is the global emitting greenhouse gas transmitter since 1850 – and its ability to act, c That is its national wealth – weighted according to income inequalities in the territory.

Unrealistic goal

Result: To make its share just in the limitation of warming at 1.5 ° C relative to the preindustrial era, France should carry out 2.6% of the global emission reduction effort in 2030, then that it will weigh only 0.7% of the world’s population. This would require it to lower its emissions by 168% by 2030 compared to 1990. A totally unrealistic objective, since the reduction of the required emissions would exceed the total of its carbon releases on its territory.

The report proposes that France sets a target of reducing its territorial emissions by 65% ​​by 2030. is much more than its current goal of – 40% (which should soon be noted since the Union. European has adopted a new target of – 55%). It would be paid from the rest of its international debt, in particular by supporting the southern countries of 400 billion euros by 2030, to help them reduce their emissions, adapt to climate change. and to deal with the losses and damage – the irreversible damage it entails.
