ECHRs awarded victims of terrorist attack in Beslan another 360 thousand euros

The European Court of Human Rights (ECHR) ordered Russia to pay another 360 thousand euros by the affected and native killed in the terrorist attack in Beslan School in 2004. The relevant decision is published on the Court website.

39 surnames are in the compensation list. The court decided to pay victims in the terrorist attack from 5 to 7 thousand euros. The families of the victims were awarded 10 thousand euros for each killed.

In the opinion of the court, the Russian authorities have not made enough measures to prevent hostage seizure, and admitted additional victims during the storming of the school. In particular, it states that the Special Forces of the FSB applied flameshots, tanks and grenade launchers, which cannot be considered extremely necessary and contrary to the main goal – the hostage rescue.

This case has become one of the seven on complaints in the ECHR associated with the terrorist attack in School Beslan. In total, 409 applicants appealed to the court.

In April 2017, the ECHR ordered Russia to pay about three million euros to relatives of the victims of the terrorist attack in Beslan. The plaintiffs argued that the state did not conduct a proper investigation of the events, and that many aspects of planning and managing negotiations with terrorists and rescue operations had disadvantages.

The terrorist attack in Beslan occurred on September 1, 2004 – terrorists captured high school number 1 and for three days held in the gym more than 1,200 people without food and water. The part of the hostage was shot, some died in explosions and during the assault conducted by the security forces. In total, 334 people died as a result of the terrorist attack, including more than 180 children, as well as the employees of the Ministry of Emergency Situations and the FSB. Two weeks after the events in Beslan, the responsibility for the terrorist attack was assumed by one of the leaders of Chechen separatists Shamil Basayev.
