The People’s Commissariat of Finance of the USSR worked on proposals on the legalization of private enterprises. In turn, the USSR Ministry of Internal Affairs offered to reform the camp system.

Glevnuk stressed that Stalin was an opponent of reforms. “Stalin generally in its type of personality was very cautious and a conservative person, dogmaker. In addition, many people become more conservative and less prone to all kinds of changes. Stalin was no exception,” he said.

Doctor of historical sciences suggested that Stalin feared the influence of transformations into power in the country.

In September, the Russian Ministry of Defense published archival documents on the battle on the Kursk arc.
