The draft law on the reform of the accumulative pensions is scheduled to be taken in 2022. This became known to the newspaper Izvestia from the federal official and industry representatives.
According to the document, the accumulative part of the mandatory pension insurance (OPS), which has been frozen since 2014, is transformed into non-state pension provision (NGOs). In addition, a new version of stimulating measures for citizens included tax deductions in the amount of 6 percent, co-financing from the state and insurance of savings to 1.4 million rubles.
As noted by the general director, Sberbank Alexander Zaretsky, the alleged transformation will be voluntary. “Each insured person will be able to choose the transformation of pension savings in NGOs or translate its pension savings into insurance points in the OPS system,” he explained.
Earlier, a member of the State Duma Committee on Labor, Social Policy and Veterans, Svetlana Bessarab, called the reasons why they had to freeze the accumulative part of pensions. According to the deputy, the system of non-state pension funds (NPF) at that time turned out to be imperfect, and the state was not ready for the foundation war.
