The European Court of Human Rights (ECHR) appealed to Russia with a request not to liquidate the Memorial (recognized in the Russian Federation by the NGO-Inense) before the decision of the dispute under the Law on Inagentors in the Strasbourg Court. This is reported by TASS with reference to the ECHR application.
“In the interests of the parties and for proper hearing, the implementation of decisions to eliminate organizations should be suspended for that period of time that will be needed for consideration by the Court of Complaint 9988/13,” the ECHR letter says.
The complaint of 9988/13 was filed in 2013 by 11 Russian NGOs (including the Memorial) on the law on foreign laws adopted by the Russian authorities. Before deciding the Strasbourg court for this complaint, the ECHR asks to preserve the Memorial, although the Supreme Court of Russia has already decided on its liquidation.
