Russia: showed “borders of poverty”

Rosstat for the first time appreciated the number of poor in the country based on the boundaries of poverty. This is stated in a message published on the service website. A new parameter for taking into account the poor government approved at the end of November.

Based on the new poverty line, the population of income below this border in the third quarter of 2021 amounted to 16 million people or 11 percent of the country’s total population. The calculations have shown that compared with the third quarter of 2020, the number of Russians with income below the border of poverty decreased by 2.8 million people, and their share is 1.8 percentage points.

According to Rosstat, over the year, the average nominal cash incomes of Russians increased by 15.5 percent – up to 40,402 rubles in the third quarter of 2021. Such a dynamic in the department was explained by an increase in social payments and an increase in economic activity in general.

The border of poverty supplemented an existing subsistence minimum indicator. A new indicator is assumed to calculate by multiplying the previous value of PM for the quarter for general inflation for the corresponding period. As mentioned in the Mintrude, the new figure is introduced exclusively for the purposes of statistical accounting and will not affect the size of the state support for socially unsecured population. The press service of the department added that such an approach would make it possible to more accurately calculate the level of poverty among citizens.
