Roscosmos State Corporation creates infrastructure for the development of private cosmonautics in Russia, building a system for supporting Russian private companies with its own developments in the field of space space.
For this purpose, a number of steps are taken to be able to use the sectoral test base in the interests of space stars. In particular, Roscosmos initiated research papers (NIR) on the use of test infrastructure for private companies. Within the framework of the Nir, which are held by the Agat organization (Roscosmos State Corporation), develop mechanisms for creating, functioning and legal regulation of future infrastructure.
At the same time, the State Corporation proposed the idea of testing private spacecraft in the profile Russian universities. This idea was supported by the Samara National Research University named after Academician S.P. The queen in conjunction with the Samara Progress Rocket and Space Center (enters Roscosmos), which is one of the national centers of competence in the field of domestic cosmonautics.
University with the assistance of the RCC “Progress” is ready to take on the role of the locomotive of these innovations and gradually build the process of transition to tests, which are recognized by the head scientific organizations of the space industry and on the results of which commercial companies may be issued a conclusion about compliance.
Idea use the existing infrastructure for testing rocket and space technology in the interests of private companies, other universities of the country were also picked up. Interest showed the Baltic State Technical University “Military” named after D.F. Ustinova and the Naval Space Academy named after AF, which offered her platforms for testing rocket engines.
In his opinion, Roskosmos should take on the function of the regulator for small space companies that are not included in the state corporation, and “cultivate them”, creating mechanisms that allow them to develop and form a private commercial services market in a cosmonautics in Russia.
