Long searches were made on Monday 6 and Tuesday, December 7th, at the Regional Council of the Meeting and the home of the former President of the Community, Didier Robert (various right), as part of an investigation Preliminary on 19 jobs of technical advisers and mission managers created within his cabinet between 2015 and 2020.
The image of 14 police officers, including eight of the Central Office for the fight against corruption and financial and fiscal offenses (OCLIFF), and the Prosecutor of Saint-Denis, Véronique Denizot, amount the steps of the ” Inverted pyramid “, as the region of the region is nicknamed because of its architecture, marked the spirits on the island. The investigators were mainly in the Offices of the Human Resources Branch as well as in relocated antennas of the Regional Council.
In parallel with this series of searches, former President Didier Robert was heard by the police officers in free hearing twice, Tuesday and Wednesday. Many of the technical advisers also.
NEW POSTS REPORTED
This preliminary inquiry for suspected facts of “diversion of public funds”, “fake public writing” and “illegal taking of interest” was opened in June following a report of the Regional Chamber of Accounts (CRC) The Mayotte Meeting on “Anomalies in Staff Management”. This report denounced in particular a circumvention of the ceiling of employees of employees set at six members. The 19 positions are covered by the procedure “under employment diversion, suspicion of fictitious jobs, the diversion of recruitment procedures, recruitment of personnel in political connection”, specifies the Prosecure Véronique Denizot.
The creation of these positions reflects a “confusion between the political and administrative functions”, estimated the CRC. Fourteen of the 19 Didier Robert employees were indeed candidates for the municipal elections of 2020 and others had already had elective or elected mandates of cabinet in communities. The former President of the Regional Council is therefore suspected of having attracted political support by promoting these hiring of personalities from the five micro-regions of the island. In order to constitute a local geographical political mesh to be able to count or favor false oppositions to elected representatives.
Questions also arise on the amount of daily work provided by these councilors. The CRC noted that several post cards were indeed “succinct” and had “a vague character” as, for example, these technical advisers “in charge of proximity in the southern region”. Two others, including a boss of service, have been appointed “in charge of international relations” while it is not a priority area of action for the community and that there is already a general management assistant devoted to these questions. Further, a former candidate for the municipal has been recruited as a project manager “for relations with interreligious associations” for the west of the meeting. A position that seems to be tailor-made. The CRC also noted that two of these councilors had still not met with their direct supervisor, the Cabinet Director, several months after their appointment. Or, detail speaking, that they had asked very little paid leave. These nineteen “political” recruits, some of which have been finalized, have arranged or have a comfortable salary: on average 5,250 euros net monthly according to the CRC, which considers the prejudice to these hirings considered illegal to 1.4 million euros a year.
