“Vladimir Putin cannot give instructions to raise the bid, so in this case the question is defined incorrectly. You know this decision takes the Central Bank and this entirely and completely prerogatives of the megaregulator,” the sands noted.
According to him, the president cannot “send signals to megaregulator”, which takes all decisions on its own.
