Ministry of Transport suggested entering the passing payment on all Russian roads for transport operating on alternative fuels, writing “Izvestia”. While the owners of eco-friendly machines do not pay for the use of road infrastructure, but along with others affects it negatively, consider it in the department.
Also, the Ministry of Transport stands for the introduction of excise on some fuel – gas engine, electricity, hydrogen. In addition, the department proposes to take a fee from truck drivers for travel on all roads, except municipal. These measures are needed as new sources of replenishment of road funds.
In the Ministry of Economics did not support offers in terms of ecotransport, considering that this will lead to a decrease in demand for it. So far, one of the main sources of product filling of road funds are incomes of budgets from excise taxes on automotive and straight-rich gasoline, diesel fuel, engine oils for diesel and carburetor engines. Eco-friendly transport in the replenishment of the Fund does not participate.
The measures proposed by the Ministry of Transport will lead to an increase in the cost of ownership by carbon vehicles and determine their introduction, the source of the publication is sure. At the same time, the Vice-President of the Center for Strategic Development (CSR) Tatyana Gorovaya believes that in Russia, following the example of the West, they will also gradually resort to the “User Platit” mechanism. The coordinator of the “Blue bucket” Peter Shkumatov noted that in case of introducing direct payments, eco-friendly cars in Russia will stop buying.
Concept for the development of electric transport In Russia, the Government presented in August. The plan will be implemented in two stages: from 2021 to 2024 and from 2025 to 2030. At the first stage, the country is going to achieve the volume of production in 25 thousand electric vehicles, and by 2030 it is to bring it to a level of 220 thousand.
