Despite the 10 billion euros consecrated for ten years to the payroll of the police, which allowed an increase in the number of 21%, including 8 000 police officers in addition to 2015 and 2020, the attendance rate on the Police ground is “down”.

The numbers of the police assigned to the “security and public peace” services fell by 10% in ten years, while those of the “Police of Aliens and Air Transport” increased by 31%.

” Develop mutualisations between police and gendarmerie “

In 2016, the elucidation rate for homicides amounted to 70.3%, compared to 62.6% in 2020. Concerning burglaries, the rate is stable around 10%. On the other hand, for violent flights, 15.4% of investigations were elucidated in 2020, compared with 10.8% in 2015.

The elucidation rates are “revealing difficulties of treating offenses by proximity judicial services”, according to the note, recalling that the Department wishes to increase the number of judicial police officers (OPJ) of 17,000 to 23,000 EN 2023.

In the Paris region, the OPJs are in “insufficient number”, because “exercise conditions are degraded” and “find themselves affected in provincial overstaffed”. The Court of Auditors defends that the allowance of staff would benefit from being redesigned to “adjust more to the needs of territories and missions”.
