Perpetual Political Site, Can Corsica be able to vote his own laws, like Sicily or Balearic? By ordering this summer a report on the evolution of the island, Gilles Simeoni has given a piece in the institutional juke-box that has given birth to four particular statutes since 1981. The President of the Corsican executive, re-elected in June in a vote where 68% of the votes have worn on a nationalist, hopes to fix the principles of a “full-service autonomy” to the report written by Wanda Mastor, Associate Professor of Law of the University of Toulouse-Capitole and Originally from the island.

The document, presented at the press Friday, October 15 in Ajaccio, constitutes “a real legal, political, a synthesis of our contemporary history”, considers Mr. Simeoni, while the relations between Paris and the island are at the dead point. The fifteen proposals of the Mastor report, which will be presented at the Corsican Assembly, succeed the tour de force to lay the milestones of an autonomy “democratically desired and possible constitutionally”. But also to rethink the functioning of this supercollectivity of 5,000 agents, become a mammoth after having aspired the two departments since the 1 er January 2018.

In its report, the constitutionalist recommends an audit for the merger of the eight offices and agencies, these structures in charge of tourism, transport, land, environment, sustainable management, the economy, Agriculture and water, managed by executive advisers. Their inefficiency had already been pointed in 2020 by the Regional Chamber of Accounts, which considered them necessary to “reconfigure”, with regard to their cost, “deficiencies” and “lack of control”. “The President of the Executive has formulated a requirement, that of a democratic respiration”, supports M me Mastor, which recommends a greater involvement of the opposition in the functioning of the assembly of Corsica.

It also owes it useful to strengthen the independence of the Public Policy Assessment Committee, supposed to control the transparency of the Corsica community, this “Crystal House” promised by Gilles Simeoni upon arrival at the business in 2015.

Corsica people concept

The mission of the professor of public law, which extends over a year, will now audition civil society. She has already interviewed twenty-eight island political figures, but also two ministers, like the former Minister of Socialist Interior Pierre Jox, conductor of the 1991 Statute, who wanted to engrave in the marble the notion of Corsican people, censored by the Constitutional Council. “The existence of the Corsican people was a historical, cultural, sociological evidence for me, persists the former Minister of the Government of Michel Rocard in the reporting of the report.
