A new methodology for assessing the financial situation of Russians proposed by Rosstat is a step towards a clearer definition of the borders of poverty and the need of citizens, as it provides for a more detailed and long-term assessment of income of the population. The first vice-president of the Center for Strategic Developments (CSR) Gleb Pontovich was told about this “Lente.ru”.
According to him, the new way proposes to take into account the assets of citizens, social assistance in natural form, and also implies the introduction of a new approach – on selective observation of income and social payments of the same individuals.
“In fact, a new technique will exclude from the number of poor (that is, potential recipients of social payments from the state) that part of the population, which de facto is not the poor,” the specialist explained.
Pontovich stressed that the current state policy increases the targeting of support measures, which will have a positive effect at the level of poverty in the country. He clarified that the targeting increases both by changing the procedure for the appointment of social payments – the amount of benefits and methods of their receipt – and at the expense of new tools.

In particular, the assessment of the revenues of Russians wants to include social benefits in kind and financial assets.
