The Government of the Russian Federation published a resolution “On approval of the rules for identifying users of the information and telecommunication network” Internet “organizer of the instant messaging service” (PDF), which introduces new requirements for registration of Russian users in messengers.
Decree prescribes from March 1, 2022 to request a phone number from new users, verify it through sending an SMS or a check call, after which you form a request to operate the communication to check the presence of passport data tied to the user specified by the user. In registration, it should be denied in the absence of passport data in the operator’s database if the subscriber is not found or if the operator did not return the answer for 20 minutes.
In the presence of passport data, the operator must return to the database of messaging service a unique subscriber identifier for which, if necessary, you can define the identity of the Messenger user. Directly passport data will not be disclosed by the operator, but the operator will have to save data on the use of a subscriber of a messenger in its database.
