The Metropolis of Lyon has decided to apply the rents from Monday, November 1, in Lyon and Villeurbanne, the two largest cities of its territory of 1.4 million inhabitants, hoping to do better than recently carried out experiments in Paris and Lille. To detect rents that would not respect the framework in force, the Lyon community has set up a team devolved to monitoring the rental market. Composed of eight agents, the metropolitan team of the habitat (EMHA) will scrutinate the rental platforms, and analyze all the reports that reach a specially created email address.
The metropolis website also offers a simulator, to allow tenants or owners to calculate the level of rent of their housing, depending on its surface, its characteristics and the area in which it is located. . The principle of rents frame is determined by a reference rent, calculated by the local rents (OLL), and fixed by prefectural decree. The rent can not exceed 20% of this reference rent. The possible exceedance must be justified by particularities of the housing.
Possible penalties
At the press conference announcing the launch of the rent supervision, Tuesday, October 26, the metropolitan executive has insisted a lot on the rules to be respected. At each new lease, or lease renewal, the owner now has the obligation to indicate the reference rent on his ad or rental contract, as well as the precise reasons for a possible increase, up to 20% . It must also indicate the amount and justification of a possible rent supplement, as provided for by law but in exceptional cases.
However, the rent supplement has been one of the ways to circumvent rents, in previous experiments. “If you have a terrace as large as the accommodation, overlooking the Alps, the complement of rent can be considered, but it’s quite rare”, relativize a Councilor of Bruno Bernard, President (EELV) of the metropolis of Lyon.
