Commitment contract: help for young people without activity could go “up to 500 euros per month”

Emmanuel Macron goes through social networks to address young people. Tuesday 2 November, shortly before 8 hours, the President of the Republic posted a message written on Facebook to unveil the contours of a measure designed to promote the professional integration of persons of less 26 years in situation of very high precariousness. The system in question was ultimately baptized “young commitment contract”, a name that replaces those envisaged since the start of this project at the beginning of the year.

The Executive Communication on this reform was supplemented by a displacement of the Prime Minister, Jean Castex, and several members of the Government in a local mission of Vitry-sur-Seine (Val-de-Marne), Tuesday morning. During their displacement, these personalities had to deliver details on this mechanism.

“I do not settle for many hundreds of thousands of you for too long unemployed, often without resources. Those who will enjoy this solution will be entitled to “an allowance for up to 500 euros per month”. The payment of this benefit will be subject to resource conditions, but it will also be necessary for the young to be “assiduity” and accepts “the offers of activity” which will be made, adds the President of the Republic, in accordance with the “Logic of homework and rights” that he had defended in his 12 July speech. It was on this occasion that the Head of State had expressed his intention to present “an engagement income”, vocable which is finally abandoned for the benefit of “contract of engagement”.

Such a change of semantics is not trivial: it aims to cut short to the idea that the Government would seek to establish an RSA for the under 26 years of age: this option, Mr. Macron himself Excluded because it would expose it to the criticism, stated from the right, that the executive would pay in the assistanat.

“This contract of engagement completes and simplify several devices for young people to better train and accompany to the world of work,” continues the President of the Republic. In the entourage of Mr. Castex, it is stated that Tuesday’s announcement does not correspond to a new device, as such, but to strengthen the multiple tools that already exist. An allusion in particular to the “Youth Guarantee”, implemented by the local missions for the 16-25 year olds which are neither enrolled nor in training or at work. An application will be launched so that the interested parties can dialogue with their referent, which will follow them throughout their “course”, which is likely to last up to one year, or even eighteen months in some cases.
