Employees of the Higher School of Economics (HSE) calculated the cost of supporting Russian poor. Excerpts from their report lead “Vedomosti”.
We are talking about the program of electronic social certificates. It is currently operating in the limited number of Russian regions, including Moscow, Ulyanovskaya, Kirov, Amur and Kaliningrad region. The authors of the report calculated that the distribution of it on the entire territory of the country will cost the budget of 428 billion rubles per year.
These funds can be redesigned from other sources, for example, from other existing preferential programs. The report says that each ruble of additional consumer demand caused by the introduction of social certificates will entail an increase in GDP by 1.22 rubles and production of products by 3.08 rubles.
At the same time, the authors note, it is also possible to increase inflation risks, but it will be limited in time and in the long run will be smoothed by other factors.
The greatest benefits of the introduction of electronic social certificates throughout Russia will receive manufacturers of food products and agriculture, the text says.
