Does the high police hierarchy follow the penalty proposals made by the police police in the baccalaureate of Nancy, a group of policemen whose openly xenophobic behavior had been denounced by their colleagues? On 11 and 12 October, a disciplinary council meeting for two days of debate in Metz concluded the need to “strike strong” after an internal investigation revealed the extent of a phenomenon of extensive harassment over several years: The occult leader of this unity, qualified as “guru” by many of his colleagues, had made the motto “nor Bougnoule or Gonzese” the engine of his policy of integration of new recruits.
Certainly the general inspection of the National Police (NPMI) does not have the sanction power, reserved for the administrative authority. But the Disciplinary Board has heard a message by suggesting heavy sentences against the “Bacqueux” considered responsible for harassment. Revealed by the Republican, the NPI’s proposals range from fifteen days of exclusion to two years, one of which, and, above all, no less than four revocations. If these penalties were to be pronounced, they would represent, in a single file, 6% of the “Group IV sanctions” inflicted in 2020 by the police institution, the heaviest permitted by the texts: retirement of Office or pure and simple expulsion of the police. It remains to know what delays these sanctions could be implemented. In an internal note dated July 27, 2021, the Director General of the National Police, Frédéric Calaux, had firmly encouraged his services to “give a faster follow-up to the disciplinary records”, in order to reduce the duration between the end of an investigation administrative and the execution of the penalty, an average of seven months.
“The police intends to clean”
“The severity of the proposed sanctions is exemplary, observes Frédéric Berna, lawyer of the four victims. The police show that she intends to do the housework and it is reassuring. We must hope that the Minister of the Interior follows, in Waiting for the trial [scheduled for 10 March before the Nancy Correctional Court]. This file must have an example of the police, the public, and finally allow to hear the word of the victims. “
