The European Union (EU) is going to launch a legal instrument, which will allow it to keep budget payments to Member States that violate the democratic principles of the block. This was announced by the Commissioner of Justice EU Didier Reinders in an interview with Bloomberg.
“The mechanism of condition presentation” entered into force in 2021 and was not yet used by the European Commission. This tool implies that the European Commission can leave the block of the block without budget money if they do not provide the rule of law. The EU intends to take advantage of the “mechanism for presenting conditions” for “several days or weeks”, according to Didier Reinders.
Poland and Hungary are trying to challenge the “Mechanism of Conditions” in the Supreme Court of the EU. The representative of the Polish government Peter Müller said that the tool could lead to a serious crisis in the block. According to him, Poland has many allies in the EU who fear that in the future this practice can be used for pressure on them due to the “incorrect” policy.
However, the “Condition Mechanism” is only one of the payments restriction tools for countries. Now Poland and Hungary are trying to access the financing of their economic recovery plans after the coronavirus epidemic. The European Commission of Projects did not approve, and without “green light” from the executive body is impossible to defrost funds from the package of measures to combat pandemic.
Poland will lose 36 billion euros ($ 41.71 billion), and Hungary is 7.2 billion euros (8.34 billion dollars) if they do not approve the recovery plans or launch the “Conditions” mechanism. Poland Prime Minister Mateush Morrazetsky will perform on October 19 in the European Parliament. Reinders said that the Commission would carefully follow the comments of politics. “The Chairman of the Commission will be in parliament together with Poland’s Prime Minister in order to once again explain that the pressure will proceed not only by the Commission, Parliament and Court, but also from the member countries, as well as from civil society and the Poland’s population,” – said Reinders.
Contradictions between the EU and Hungary with Poland arose due to the internal policies of the countries. Hungary adopted a number of laws that Brussels regarded as infringerating the rights of the LGBT community. Poland held a judicial reform that questioned the independence of judges. Several states of the country also adopted laws against LGBT. However, four regions of five still canceled the declarations to get money from the EU.
