In Russia, they to toughen transfers from card to card

The Bank of Russia conceived to fight with illegal translations from the card to the card and tightened control over them, writes Kommersant. Bankers said that the official Central Bank (Central Bank) only polls the market, but in informal conversations it recommends to reduce the amount of such payments.

Before October 18, the payment market participants must provide data in the Central Bank to identify the dropper operations. The Central Bank, in particular, requires specifying the limitations and limits on translations from the card to the card, the number and volume of transfers using the card with one payer and transfer methods to detect droppers. Also, the Bank of Russia requested the register of operations, including canceled and blocked, as well as information about the amount of commissions for such operations.

In the Central Bank, they stated that they want to improve the system and do not seek to reduce the volumes of such transactions. At the same time, some participants of the financial market had to abandon the provision of this service. So, the RNO “Payment Center” (PS “Golden Crown” operator will cancel the ability to translate from maps to maps on all Internet pages. There believe that the Bank cannot objectively assess the legalization risks of a particular operation.

Governing RTM Group Evgeny Tsarev believes that fraudsters actively use translations from the card to the card. The Central Bank is easier to control the movement of money through the system of rapid payments (SBP), since it has information about the phone number and client device. In the event of a violation of the Central Bank, the account will fully block the account, and not one card, how can banks make.

At the end of September, the Bank of Russia plans to strengthen control over the replenishment of cards in ATMs and through terminals with cash intake function to combat fraud. The attackers use schemes in which potential victims contribute cash through the terminals. Banks have time to return only a small part of the stolen funds, as fraudsters quickly derive the money received.
