The largest recipient of the “hidden” loans from China for 2000-2017 was Russia – 125 billion dollars. Loans were obtained mainly by government oil and gas companies on conditions close to market, and for future supply of oil and gas. This is stated in the report of the American research laboratory AIDDATA, dedicated to the PRC program on financing projects abroad.
The total size of the “hidden” debts of countries in front of China is 17 years old amounted to 385 billion dollars. The report loans are called hidden, since most of them are not taken into account by international rating agencies. The head of Aiddata Brad Parks said that “governments themselves do not know how much exactly they must be China.”
In 40 developing countries in the world, the amount of debt to China is already exceeding 10 percent of their GDP. All loans are divided into a report into two categories: Official Development Assistance (ODA) and other funding programs (OOF) – loans aimed at demonstrating the strengthening of the country’s cooperation with PRC, military or commercially beneficial projects for China.
Russia’s loans belong to the category oof. Following Russia in this list are Venezuela (85.5 billion dollars), Angola (40.66 billion dollars), Brazil and Kazakhstan (39 billion dollars).
Earlier, China asked the Russian company Inter RAO to significantly increase the export of electricity in the PRC due to its deficit. Inter RAO studies the technical possibility of supplying supplies, the volumes will be determined in the hourly mode, depending on the demand.
