Lukashenko proposed to give All-Belarusian Assembly right to change Constitution

The President of Belarus Alexander Lukashenko proposed to extradite the Allbearing People’s Assembly (VNS) to the authority to change the Constitution. It is reported by BelTA.

He stressed that the new possibilities of VNS will be able to endow, reforming the main law of the country. “The lawmaking is a serious thing. And maybe we, having formed the Constitution on the referendum, after all, to give the right to make changes and additions to the All-Belarusian People’s Assembly,” said Lukashenko.

In turn, the chairman of the Constitutional Court and the Constitutional Commission, Peter Miklashevichev, said that the powers and procedure for the formation of ANS would be finalized, taking into account the existing proposals that require a “careful study”.

According to him, after the adoption of the new Constitution, the body will have a certain power, and therefore on the issue of endowment it must comply with the “Balance” to avoid “contradictions and substitutions of other organs”.

Earlier, Lukashenko stated that the draft change in the Belarusian Constitution implies the redistribution of powers of the president, parliament and government. At the same time, he noted that VNS will receive a constitutional status.

In December 2020, Lukashenko said that VNS would not give the authority, which would allow the congregation to change the Constitution. He also added that the forum would not receive “mad powers”, and indicated then to the fact that his participants will first be entrusted to “outline the guidelines for the five-year period.”
