The Bank of Russia wanted to strengthen control over the replenishment of cards in ATMs and through terminals with cash reception function. In the Central Bank consider this measure necessary to combat fraud. This is stated in the response of the representative of the Central Bank at RBC request.

According to the regulator’s representative, antifrod procedures are already working on the part of the recipient’s bank. However, fraudsters use schemes provoking potential victims to make cash through terminals. “Thus, the antifrod will be applied to all incoming payments, including transfers through terminals,” the Central Bank said.

As the chairman of the Central Bank Elvira Nabiullina stated in an interview with the publication, banks manage to return only a small part of the stolen funds, as fraudsters quickly derive the money received. “The client only when he understands what he did, after a while he adds to the bank, and the money has not been in this bank for a long time,” she explained.

Earlier, the regulator said that for the first quarter of 2021, due to the actions of fraudsters, the Russians lost about three billion rubles. It turned out to be one and a half times more than the same period of the 2020. The number of fraudulent operations compared to the fourth quarter of 2020 increased by 40 percent and exceeded 237 thousand. Growth in the Central Bank was associated “with the active use of remote banking services clients, and therefore, and improves the interest of scammers to this channel.”
