The Ministry of Economic Development of Russia proposed to postpone the reform of the expanded responsibility of the manufacturer (ROP) for two years – from 2022 to 2024. This is stated in the conclusion of a department published on the federal portal of projects of regulatory legal acts.
The garbage reform assumes that manufacturers will need to dispose of goods and their packaging or pay for this ecosbor. The planned deadline for the reform (January 1, 2022) “seems to be unrealized,” noted in the Ministry of Economic Development.
His conclusion was made on the basis of the analysis of comments from companies, associations and business unions, as well as the authorities of some regions. For example, the position of LUKOIL, Gazprom Neft, “Sibur”, “Supports of Russia” and others took into account. The department sees several risks of Rope reform. For example, the possibility of stopping the turnover of products on the market, the shortage of socially significant goods and their rise in price.
What is happening at present, this is a vivid example of tightening the associations of the procedure for the adoption of regulatory acts necessary for Russia to advance in the way of creating an integrated system of treatment of solid communal waste, “RBC said the general director of the Russian Ecological Operator Denis Bezaev.
The Ministry of Environment in the reform of the ROP wants to create a register of goods in a unified state information system for the accounting of waste from the use of goods (ECI) and the introduction of a ban on the sale of goods, the data on which is not in the registry. Information is needed to control the payment by the manufacturers of ecosborators to dispose of goods.
