Kudrin finds that new trends create certain risks for Russia. As the head of the Accounts Chamber reminded, the world is already actively moving to carbon neutrality. “The world will refuse those technologies that are now used in the energy sector. And it will be difficult for us to supply our hydrocarbons to world markets,” Kudrin said.
He explained that according to the scenario of hydrocarbon neutrality, exports should be reduced up to 70 percent. According to Kudrin, the risks for the income base of the budget system are already present in the next ten years.
