Central Bank sold “cured” bank to Kazakhstan

Central Bank sold the Asia-Pacific Bank (ATB), which has passed the rehabilitation (the procedure of financial recovery) and “cured”, the company from Kazakhstan Pioneer Capital Invest, the message on the regulator’s website. The amount of the transaction was 14 billion rubles, for which the winner of the closed auction will receive 100 percent of the shares of the credit organization.

In addition to the Kazakhstani company, two Russian banks took part in the auction: Promsvyazbank and Sovcombank. Pioneer Capital Invest eventually proposed the greatest price. The auction conditions also provide for the transfer to the Central Bank of the Public Profit ATB for Nine months of 2021.

Head of the Central Bank of Elvira Nabiullina, commenting on the results of trades, reminded that the regulator seeks to sell all previously sanited through a special fund consolidating banking sector (FKBS) banks. This mechanism was launched in 2017 and provides for the direct infusion of the Central Bank of the Central Bank into the capital of the renovated bank – without intermediaries in the person of third-party sanators. Also, the regulator delegates its representatives to the temporary administration of a credit organization.

ATB Recovery Development was adopted in the spring of 2018. Since then, the owner of 99.9 percent of the bank’s shares remained the Central Bank, which twice tried to sell it on the open market (for the first time – in 2019), but could not find the buyer.
