The Russian government determined five regions, where, within the framework of the experiment, the new system of remuneration of teachers is tested. This is reported by Kommersant with reference to the document, which sets out the main ideas of reform.
Development of a new wage system began in 2020. As noted in the explanatory note, since 2008, making decisions about the wage system and the size of the rates were entrusted to educational organizations, which led to the “ratio of payment models, grounds for establishing compensation and stimulating payments, calculation complexity.” As the Deputy Chairman of the All-Russian Education Union, Mikhail Avdeenko, noted, as a result, “payment of the same job may differ in five to six times.”
Reform involves the preservation of the previous payment structure consisting of the salary and compensation-stimulating payments. However, the government will provide additional calculations to the regions: the procedure for determining the size of the salary rate “on the basis of qualifying levels of professional qualification groups”, as well as two lists – compensation payments and payments of a stimulating character with the size and conditions of their appointment. Based on these introductory regions, the size of teachers’ salaries will be formed.
At the same time, the regions will be able to independently appoint additional payments, and educational institutions will be able to assign benefits to employees at the expense of revenue received if they are. However, salaries and payments cannot be below the same if the amount of work and grounds for their payment will not change.
What amounts will be discussed, will become understandable by April 2022, when the Ministry of Education and the Ministry of Labor will develop projects of acts on approval of the procedure for calculating salaries and lists of payments. The experiment itself, as planned, starts in May 2022, will last one year and will touch on pre-school educational, general education, professional educational organizations and organizations of supplement of Belgorod, Nizhny Novgorod, Sakhalin, Yaroslavl regions and Mordovia.
The fact that the government is developing a single model of remuneration of teachers, the head of the Ministry of Forexing Sergei Kravtsov reported in March. According to the minister, each school establishes its system, and 50 percent of teachers do not understand how payments are accrued. “The regions are performed by the May Decree of the President, and the average salary at the level of the average in the region. But within the region there are different salary. We will present a general approach of salary accrual,” the minister stressed. He added that the salary of teachers should be guaranteed to draw up 70 percent of the average salary in the region.
