The head of the Ministry of Environment Alexander Kozlov in an interview with RBC accused of “companies with world officials” in the deception of the Russian authorities, as they provide unreliable data on the disposal of goods and packaging, and they do it “without”, but everything is obvious to their reports.
In Russia since 2015, the mechanism of advanced responsibility of the manufacturer (ROP), which obligs manufacturers to utilize the goods and packaging used or pay for this ecoseborne. However, recycling reports have so far provided only a small part of manufacturers. From January 1, 2022, the RUP reform should earn, which suggests 100 percent utilization of the packaging and the phased growth of product disposal regulations. However, representatives of business associations appealed to the government with a request to postpone this reform.
Commenting on this question, Kozlov noted that the topic Rope develops for a long time. “I don’t need to put us in a time car every time and sent back. Moreover, the reform concept was adopted by the government last year,” said the minister.
According to him, if manufacturers of goods and packaging will not create capacity for their disposal, they will have to pay ecosbor, and the power will create the state for this money. “This is a strategy, it must be implemented,” the head of the Ministry of Industry was summarized.
Earlier “Izvestia” with reference to the materials of the Russian Ecological Operator (REO) wrote that, thanks to the implementation of the new concept of extended liability of manufacturers (ROP), the Russian budget will be able to annually receive 42.3 billion rubles of tax deductions.
The updated concept of the ROP approved at the end of last year, suggests that by the beginning of the 2022th, 100% packaging utilization will be introduced in the country, and the cost of utilization of goods (or sending ecosbory) will increase by 10 percent per year. At the same time, the Ministry of Economic Development believes that the introduction of the ROP should be transferred from 2022 to 2024.
