The USA is introduced secondary sanctions mainly against weak economies, for example, Iran and North Korea, but despite the rigid position of Washington, the share of restrictions on cooperation with Russia is only five percent. Such an assessment gives the Center for New American Security (CNAS), RBC reports.
Secondary sanctions are imposed on certain companies and persons who violate the legislation of the United States, primary are imposed directly on those who cooperate with the United States and violates their legislation. Thus, those who cooperate with people or organizations falling under restriction fall under secondary sanctions. They have a choice, whether to continue these contacts with the cost of losing benefits from ties with America.
“Whereas Russian and Chinese subjects are often subjected to sanctions for violating sanctions against other countries, the share of American secondary restrictions [imposed on foreign persons under sanctions programs] against Russia and China remains moderate,” the CNAS report says.
68 percent of the total number of sanctions were introduced for cooperation with Iran, 22 percent with North Korea. The authors of the report note that the low frequency of introducing restrictions against Russia and China is due to the significance of their economies and involvement in international processes.
