The head of the Fair Russia faction Sergei Mironov sent a draft law on basic income for families with children, within which it is proposed to pay ten thousand rubles each month for each family member. It is reported by RIA Novosti.
He explained that in the event of a document, a complete family with two children would receive 40 thousand rubles per month, until the youngest would be 18 years old. Mironov said that up to 60 million citizens can be recipients of payments, and the costs of the Federal budget, the deputy assesses 7.2 trillion rubles annually.
Earlier, President Vladimir Putin instructed to pay to families with children for ten thousand rubles for a child, so that parents could collect him to school. Payments began on August 2. According to the government, they will spend more than 200 billion. However, the offer of Mironov will require ten times more funds.
Money for these payments “Eskers” is offered to be found through the reform of the National Welfare Fund (FNB) and referring to tax compensation to exporters of raw materials. Relevant bills are also proposed by deputies.
Before the elections to the State Duma, which will be held on September 19, Mironov put forward a large number of initiatives involving unprecedented budget expenditures.
For example, in February, he argued that the minimum amount of remuneration (minimum wage) in Russia need to raise up to 50-60 thousand rubles, and the living wage is above 31 thousand rubles. In May, Mironov said that in Russia, to introduce a basic income as soon as possible, which can be formed from the means of carbon products. He also demanded to cancel the 2018 pension reform, liquidate the pension fund and write off the debts of Russians on microcredits.
