In the Ministry of Economic Development, the project of the country’s low carbon strategy, taking into account the instructions of Russian President Vladimir Putin. According to his decree, it is necessary to overtake the EU in the issue of climate rescue, ensuring a stronger reduction in harmful emissions. Russia will be able to reduce the net-emission of greenhouse gases by 25 percent of 2019, mainly due to their absorption by forests and swamps, writes Kommersant.
In the base scenario, the volume of greenhouse gas emissions will not only not decrease, but will even increase (up to 2.29 billion tons CO2 by 2050). However, taking into account the absorption by forests and swamps there will be a reduction in “net emissions” from 1.58 billion tons in 2019 to 1.19 billion tons in 2050.
This indicator will allow the decree of the head of state. In this case, emissions will continue to grow in almost all industries, for example, in metallurgy, transport and agriculture. The decrease is predicted only in the power industry and housing and utilities. The basic scenario does not include a mandatory fee for harmful emissions. The Ministry of Economics has found a way to reduce them only at the expense of “implementing climate projects in the forests and the use of the refined absorption technique.”
We are talking about landing of forests, reducing fires and flooding drained swamps. The Ministry of Economy also developed an “intense” and “aggressive” scenario, but none of them provide for carbon neutrality.
