Recently, the Ust-Katavsky Carriage Plant (ICEDP, is part of the state corporation “Roscosmos”) worried not the best times. The company with a rich centuries-old history that had the status of the main supplier of tram cars in the Soviet Union, and later to the CIS market turned out to be in 2018 on the verge of bankruptcy. The factory conveyor stood up, orders disappeared, the workers went home.
In such a plot, Departed by the VHFs Dmitry Rogozin, appointed in the same year by the new general director of Roskosmos. It would seem that the common between the car-building plant and space? The fact is that with the beginning of the rapid development of the near-earth space, half a century ago, the company was directly included in the cosmic industry. To implement large-scale plans in orbit, a new technique was required, and production facilities in its manufacture were looking for throughout the country. Ust-Qatavu fell out the honor of making motor installations for spacecraft. He participated in the factory and in the famous domestic project “Energy-Buran”.
however, completely translate the company to the release of space technology did not. From its conveyor with enviable regularity continued to go to the residents of many cities of CCCP tram cars. With the collapse of the country and the destruction of production relations in Ust-Katva, it was getting worse. Adaptation to the market economy was not important. And then the leadership began to make one mistake after another.
Action Plan
Having read the current situation at the factory, the team of the new head of Roskosmos in a short time developed a plan to exit the crisis. The program was carried out within the framework of uniform approaches to diversify and develop the civil component of the rocket and space industry. The presentation of the anti-crisis plan took place at a meeting in May 2019. Soon, after several years of downtime, a conveyor was launched, and every month the plant began to transform the eyes.
Having received an additional organizational and financial potential, mobilizing design and engineering resources, IVD won four contracts: for the supply of 15 tram cars to Magnitogorsk and 35 in Krasnodar. All four contracts in 2019 were fulfilled, which pushed the enterprise from a dangerous feature that separated him from bankruptcy.
In the next, 2020, year, the plant continued to gain momentum, despite the pandemic that covered the country and the world. Tram wagons in Novokuznetsk, Krasnodar and Magnitogorsk were set. Total – 53 pieces.
The exit plan from the crisis required not easy solutions, including to optimize the number of employees. At the same time, it was possible to save and even return qualified personnel, attract new professionals. As a result, the staff managed to stabilize at an acceptable for new tasks – 2700 people.
