Meeting of the Board of Directors of the SME Corporation, held under the chairmanship of the first deputy chairman of the Government of the Russian Federation Andrei Belousov, was held in a new format. In addition to the permanent participants, representatives and heads of the Russian regions of the Russian Federation were involved in the discussion of entrepreneurs support issues. The meeting developed new approaches to support SMEs in the regions through an effective dialogue between business and power, the SMEs Corporation reports.
SME Corporation (PaB.Rf Group) presented a “thermal” card influence of restrictive measures on a business based on the turnover and the total number of operations at SMEs. It shows that those regions where sharp limitations were taken without the relevant communication with the business, the turnover of the SME companies significantly decreased and more time was required for its recovery. And in those regions where the restrictions were introduced gradually and in constant contact with the business, economic activity recovered much faster.
According to the general director of the SME Corporation, Alexander Isaevich, in those regions where business and authorities, with the support of the Ministry of Economic Development and SMEs Corporation acted together, the negative consequences of the entered restrictions managed to avoid. The head of the corporation also called on the CCI, the support of Russia and the business Russia to connect to the finalization of the “thermal” card. All public associations expressed their readiness.
Meeting participants also discussed the issue of expanding the access of SMEs subjects to the procurement of the largest customers. So for the first quarter of 2021, the volume of purchases of the largest state-owned companies in small businesses increased by 22.2 percent – up to 1.9 trillion rubles. Purchase leaders from SMEs became Moscow, St. Petersburg, Moscow and Sverdlovsk region and Tatarstan.
To increase the share of purchases from subjects of SMEs of the Ministry of Economic Development, the Ministry of Finance, the Federal Treasury and the SME Corporation, a number of legislative initiatives were implemented. In particular, from January 1, 2022, the rate of increasing from 15 to 25 percent of the annual volume of procurement in small companies and Sonko (by 44-ФЗ) comes into force. Within 223-ФЗ, all customers will be required to increase the share of purchases from SMEs from 20 to 25 percent, and on “specialists”, whose participants are only the subjects of SMEs – from 18 to 20 percent.
In addition, it is planned to significantly expand the list of regional customers, which will be included in monitoring compliance with quota, and implement a number of digital services.
“one of the expansion measures of the procurement share in the subjects of SMEs on 223-FZ is an open factoring platform (OFP), developed by SMEs by the Bank together with SMEs Corporation in 2020. The OIP is an independent online platform for the conclusion and further execution of factoring transactions by all participants : Factors, debtors and suppliers. The use of OFP is designed to help the subjects of SMEs participating in procurement, in finding a favorable source of financing with the help of electronic factoring “- noted in the press service of SMEs of the Bank.
