The Council of the main designers, having considered the current state of the RS of the ISS, noted that in connection with the aging of a significant part of the station equipment, the further operation of the Russian segment of the ISS, after 2024, creates additional risks. In order to prevent the termination of the continuous development of the near-earth space infrastructure, the creation of a national piloted space complex at a low near-earth orbit – a Russian orbital service station (Ross) was proposed.

In addition, the Council recommended that Roskosmos State Corporation in order to exclude the risks caused by the technical condition of the MCS RS, and the completion of its operation planned by 2028, to decide on the start of the technical development of the design form of the new orbital Ross station (as part of the ISS or as an independent national station), providing for the development of a draft station and the inclusion of these works in FKP -2025.
