Belorussian oppositionist and former diplomat Valery Chapecklo wanted to recognize the General Directorate for the fight against organized crime and corruption (gipper) of the Ministry of Internal Affairs of the Republic of the Terrorist Organization for repression against protesters. The relevant bill was published on the website of his headquarters.
As follows from the text of the initiative, it can be considered by Parliament in case of a change of power in the country for “overcoming the consequences of the existence of the [President of Alexander] Lukashenko” and the “competent responsibility” for security forces, which are increasing in violation of the law and state terror.
In the event of a document entry into force, the command of the structure and part of the personnel will be deprived of military ranks and awards, will lose the opportunity to retire early, work at the civil service and will be criminalized immediately in several articles of the Criminal Code.
According to the charter, now the project is at the stage of public discussion, and anyone who wants Belarusians can leave their proposals or edits on it. Previously, the opposition was offered to include in the list of organizations carrying out state terror, riot police and other special units of the Ministry of Internal Affairs of Belarus.
In Belarus, mass protests continued for more than six months after the presidential election on August 9, 2020. The reason for them was the estimated violations during the voting. Shares were rigidly suppressed by the police and riot police. Tens of thousands of people were detained, many told about torture and beating in insulators. Four people were killed in clashes with security forces, dozens – sentenced to imprisonment. Episodic local protests occur in the country so far.
