Foreign companies found a way to get away from payments to Russian budget

Ruspero Association, which combines foreign food and beverage manufacturers and includes companies such as Coca-Cola, Nestle and Danone, intend to engage in separate waste collection and thus get away from the payment of payments to the Russian budget. The head of the unification of Paul Rudasu said RBC that to implement the enterprise project should be released from part of the environmental collection in proportion to the volume of the collected recyclable.

Association is going to organize an infrastructure for collecting garbage and train the population to apply to it. Recycled waste will be allowed on the production of new packaging. The cost of the project is estimated at more than 150 million rubles, to launch it is calculated in one of the Russian regions in July. Half the amount will go to purchase and delivery of containers.

The Ministry of Natural Resources and Ecology told RBC that the Office supports business initiatives on the independent collection and recycling of recycling, but the maintenance of containers should also pay the companies themselves, and not citizens.

In Ruspero, they say that business in the future could fully pay the infrastructure for separate collection of waste, if the collected redeference goes to the offset of the extended liability of manufacturers (ROP): within the framework of this mechanism, the company must be responsible for the disposal of waste from their own goods. The implementation of such a scenario, according to Ovsaya, would help make the export of separately assembled garbage free for the population.

In the first year of his experiment on the organization of infrastructure for the collection of “RUSPRO”, 6 thousand tons of recyclable interactions intend to collect. If the project is successful, it can be scaled to dozens of regions of the country to process already 250 thousand tons.

The concept of ROP was adopted by the government at the end of 2020. It is assumed that by the beginning of 2022, the business will be 100 percent to dispose of packaging or pay ecological collection. Until the end of this year, manufacturers of goods in the package must report on disposal or pay ecosbor in the amount of 5-45 percent of the production of various packaging. At the same time, in March, the Ministry of Environment of Russia considered the opportunity to raise rates on this collection.

Coca Cola, Danone, included in Ruspero, were outlined in evasion from the payment of ecosbory in September 2020. At the same time, at the world level, Coca-Cola, as well as PepsiCo and Nestle, at the end of last year were leaders on the pollution of the plastic plastic.
