Member of the Board “Inter RAO”, head of the Association “The Board of Electricity and Strategic Investors of Electric Power Engineering”, Alexander Panina saw a chance for Russia and its economy in the world trend on the struggle for the ecology. She outlined his position in the material for the magazine “Energy Policy”, which is published on the publication site.
Speaking about the prospects of the introductions in the European Union from 2023 of the carbon tax, which will be imported imported goods made in not enough environmentally friendly conditions, Panina noted that in Russia it is necessary to introduce their own certificate confirming the low-carbon origin of domestic electricity.
Analogs of such documents exist in many countries and, as a rule, indicate that the acquired electricity has been made using renewable sources. The appropriate bill is now undergoing the final stage of approval in the government. In the event of the adoption of the Law, Moscow will negotiate with the EU authorities on the recognition of Russian national certificates.
“It is necessary to prove that Russian electricity meets all standards of clean energy, has a very low carbon footprint and is not subject to” carbon tax “. Thus, the current situation creates not only threats for the Russian economy, but also the opportunity,” noted Panin.
Carbon tax must be implemented in the EU since 2023. With the help of it, Brussels is going to support its own companies investing in the environmental friendliness of production, and stimulate external suppliers to do the same.
