The project of the concept of electrotransport development in Russia in the period up to 2030 went up by two times – from 418 billion rubles to 803.7 billion. About this with reference to the last version of the document writes Kommersant.
From the budget for these purposes, it is planned to allocate 181.6 billion rubles, but the financing has not yet been agreed. Additionally, the Ministry of Industry and Supplies offered to divide the battery subsidies and an electric vehicle, but this idea is still discussed.
To protect Russian production, the authorities have conceived to introduce a recycling collection and import duty. It is assumed that until 2030, they will bring 72.4 billion rubles to the budget.
Utilsbor should grow sharply next year, so in 2022-2025 it will be 360 thousand instead of the current 32 thousand rubles. In the next two years, the size will increase to 400 thousand rubles, and in 2028-2030 – up to 600 thousand rubles. A duty should grow with zero now up to five percent in the period up to 2024, and then up to 15 percent.
The plans for the release in Russia in 2022 by three thousand electric vehicles from “Motorinvest”, previously gathering a Chinese Changan car in Lipetsk. A year later, it should produce twice as much, and also will provide other manufacturers, whose names are not specified. By 2030, the production volume should reach 217 thousand.
Before 2023, each soldered Russian electric car wants to subsidize, by 2030 their share should fall up to 10 percent. At the same time, until 2023, the car will be considered a car collected in the country, in the 2024th welding and painting will be added, and from the 2025th in Russia it will be necessary to localize the traction battery and the electric motor assembly.
Vice-President of the Gas Gas Elena Matveyeva noted that the concept looks defective, as it is said only about passenger cars. In her opinion, to increase the share of electric transport on the market, it is necessary to start with the support of state-owned companies with a large logistic park.
From January to May, the Russians bought 650 electric cars, which is seven times more than in the same period of 2020. At the same time to buy an electric car, since it is more eco-friendly and safe, they want 45 percent of the country’s inhabitants.
