The leadership of the Federal Penitentiary Service (FSIN) will send some convicted Khabarovsk Territory to work on one of the main megaprojects of the Far East – the construction of the second line of the Baikal Amur Highway (BAM), reports RIA Novosti.
The relevant agreement concluded the FSINA control over the Khabarovsk Territory and the management company “BamstroyMukhanization”, protruding the project operator. An agreement involves the creation of a special construction site operating as a correctional center.
It is assumed that the construction will be involved convicted to compulsory work. In addition, some prisoners serving deadlines in correctional colonies and having appropriate specialty, punishment can be replaced by a softer – in the form of forced work. They will live in a special premises, the construction of which is already engaged in Russian Railways.
According to the head of “BamstroyMukhanization” Alexander Chernoyarov, the company is experiencing an acute shortage of specialists. The situation aggravates the coronavirus pandemic, complicating the arrival of labor migrants to Russia.
The question of attracting prisoners to construction work, including within the framework of megaprojects, has recently been widely discussed in Russia. 71 The percentage of Russians respondents approves such initiative. According to the Ministry of Justice, to attract all prisoners who have the right to work, it will be possible to work for the work by 2030.
