Building garbage plants company accused “seizure” of market

Association “Community of Energy Consumers” accused a subsidiary of Rosteja “RT-Invest”, building incinerate plants in the regions of Russia, in the “seizure” of the garbage market, writes RBC.

According to the deputy head of the Association of Valery Dzubenko, the construction of 25 incinerate plants, which is inherent in the plans of RT-Invest, in Russia it is inappropriate, because the priority for the national economy is deep garbage processing.

In addition, the “Community of Energy Consumers” questioned the method of financing the project proposed by the previously “RT-Invest” – in the form of conclusion of power supply contracts (DPM) with electricity consumers. It provides an enhanced fee for such consumers (which should complain investment in plants), which leads to a scheme called cross-subsidization: the benefits to the population for electricity payments are provided by increased tariffs for industrial enterprises.

On plans for the construction of 25 incineration factories in Russian regions “RT-Invest” announced in spring this year. Then different options for financing the project were called. One of them assumed the conclusion of DPM, against which the government was made. The interest of industrial enterprises in the conclusion of DPM should be explained by the fact that the incineration plants in the process of their activities produce energy, which then comes with these enterprises.

On May 25, the head of RT-Invest, Andrei Schipelov, offered a new mechanism for financing the project, which should ensure the return on investment. According to him, paying large companies, which, in turn, will increase the cost of production, which often goes to export.
