Head of the Accounts Chamber of Russia Alexei Kudrin in an interview with the newspaper Izvestia predicted a decrease in oil demand in the world market by the beginning of the 2030s, which will cause a reduction in the budget from the export of hydrocarbons.

“In the late 2020s – early 2030s, the demand for oil in the world will begin to decline. Already, the tempo is already gaining a tendency to enter the companies for carbon neutrality,” Kudrin said. At the same time, it is a pre-reduction of carbon dioxide emissions to the 2040s by many countries by more than twice.

According to him, “the share of oil revenues in percentage of GDP and in the budget will fall all the time.” “Therefore, we will not be able to increase money with the same ease and it will have to treat them more carefully,” said the head of the Accounts Chamber. Therefore, he believes, it will take a more thorough attitude to the methods of financing various programs.

“Joint-stock companies, including government, must earn themselves with minimal budget support. At the same time, some directions that are associated with education, health care will require more resources,” Kudrin stressed.

In addition, he announced an announcement during the month of the government about the new approach to planning and implementing the state programs after the Accounts Chamber was able to prove the Cabinet of the need to change the methodology for assessing their effectiveness.

In the same interview, Alexey Kudrin called the way to defeat poverty in Russia in three or four years. In his opinion, it is possible to achieve a decline in its level in half, by 2030, as the government plans, and for several years due to the address social support of low-income citizens. At the same time, Kudrin spoke in support of the approach to the introduction of requirements for beneficiaries, including property qualifications.
