The Russian government supported the draft law on the recognition of a condemned socially vulnerable category of citizens, which will give an opportunity to increase their employment during the serving of punishment, reports TASS.
According to the initiative, small and medium-sized entrepreneurs, enter the contract with a correctional institution, which will be allowed to hire prisoners. It is noted that the employment of such citizens and the development of a new profession will help their resocialization.
The author of the draft law is the Chairman of the Committee of the Federation Council on Economic Policy Andrei Kutepov. Senator noted that on May 17, he will be submitted to the State Duma.
The adoption of convicted citizens to work allows the businessman to become a social entrepreneur and ensure the employment of prisoners. Commercial organizations are placed on the basis of correctional institutions their production and attract serving sentences outside the colonies. In an explanatory note, the draft law says that work makes it possible to pay compensation to the victim, increases employment rates, ensures adaptation after liberation and strengthens social responsibility.
“Social Enterprise makes it possible to see the skills of work on equipment, contributes to the development of new labor functions, improving the labor culture and the level of responsibility, which affects the production of quality products, and the possibility of employment after liberation in this enterprise,” concluded Katepov.
Earlier in the Government of Russia they decided to attract the construction of the Baikal-Amur highway (BAM) and Transsib convicts. The initiative is dictated by a significant amount of work and a shortage of personnel, provoked in particular an outflow of migrants during a pandemic period.
