The Ministry of Labor and Social Protection wanted to stop paying child benefits to suspiciously poor families – those who officially earn little, but in fact own significant property: for example, several houses, cars and large savings. This is reported by Kommersant.
Thus, they want to make assistance to low-income families more targeted and more effective. At the same time, they want to increase the size of “children’s” payments by 75-100 percent of the subsistence minimum, if the basic amount of payments does not allow the family to cross the poverty line.
So, under the current conditions of the program, in order to receive assistance from the state, family income must be below the poverty line established in the region. Because of this, people with high “gray” and “black” incomes often became recipients of payments.
Therefore, the Ministry of Labor decided to introduce new rules for receiving benefits. So, those who have several houses with living space of more than 40 square meters per person cannot be considered poor. At the same time, suspicions will not be aroused by citizens who simultaneously own an apartment, a summer residence, a garage, a new car, savings of up to 200 thousand rubles, and so on. However, families who have recently bought a jeep or own three cars at the same time will not receive “children’s” money.
In addition, they want to limit payments to those families who officially have no income: no salary, no pensions, no scholarships, no income under contracts. In this case, we are talking about those people who have no objective reason not to work.
Earlier, the State Duma proposed to introduce new payments for Russians who decided to leave their children homeschooled. According to the author of the initiative, when parents transfer a child to a similar format of education, they partly assume the function of the state and save a lot of money from the federal budget.
