The State Duma adopted the draft law on administrative fines in the third reading for violating the law on ensuring the use of electronic devices with pre-installed applications. The law concerns programs developed in Russia and other countries of the Eurasian Union. The maximum amount of fines will be 200 thousand rubles.
Accordingly, the Code of the Russian Federation on administrative offenses was amended for the implementation of “individual species of technically complex goods with pre-established programs”. Sales of the described devices without pre-installed applications are punishable by a fine of officials in the amount of from 30 thousand to 50 thousand rubles, legal entities – from 50 thousand to 200 thousand rubles. The relevant rules come into force on July 1, 2021.
Earlier, Apple – in accordance with the new law – agreed to prevent the Russian search engine for the iPhone and iPad sold in Russia. On March 15, the Ministry of Media decided to prepare a resolution that intends to oblige smartphone producers to pre-establish a domestic search engine by default immediately into Russian browsers.
