The Ministry of Finance of Russia proposed to suspend the construction project of 25 debris factories before the moment until earn the first five, run which is planned until the end of 2023. The authors of the project propose to use power contracts (DPM, a special type of benefits that involves compensation for investments) and the means of environmental collection. The first option leads to the fact that the budget will not offer part of the taxes, and Ecosbor, according to Abramchenko, the reform of extended liability of manufacturers (ROP) is supposed to be sent to other purposes – an increase in waste recycling.
In addition, the “RT-Invest” involved in the construction of factories, wants 100 percent compensation of taxes paid until the end of the project is 32 years. None of the mechanisms of state support provides such benefits.
Two months ago, Abramchenko also opposed the project, which, according to her, implies the creation of dozens of “platinum” plants by increasing tariffs for the population and considerable support for the federal budget.
