Transmission of income regions with excise taxes on gasoline, diesel fuel and motor oils offered to delay until 2030. This is reported by “Izvestia” with reference to the Department of Minfin to increase the term of the phased transfer of income from excise taxes to petroleum products to local budgets.

Subjects were to start receiving these funds in 2024. Now, according to the draft law, income from excise taxes will come to the regions only by 2030. The bill will not lead to an increase in the price of automotive fuel, noted in the ministry.

In this case, the share of revenues to the federal budget will be reduced. In 2025, they will amount to 21.1 percent of income, and budgets of subjects – 78.9 percent. In 2026, the ratio should change 17.1 percent to 82.9 percent, in 2027-M -13.1 to 86.9, in 2028 – 9.1 to 90.9, in 2029 – 5.1 percent to 94.9 percent.

In 2030, it is assumed to be full transmission of these income. Currently, excise taxes are credited according to 25.1 percent – to the federal budget, 74.9 percent – to the budgets of the subjects.

In April, the Russian authorities were going to restrain the rise in gasoline prices in a new way – by introducing partial restrictions on exports. In mid-April, the deputy head of the Ministry of Energy Pavel Sorokin said that the rise in fuel prices on the Russian gas stations fit into the limits of inflation. According to the director of the Natural Resource Group and Raw Commodity, Fitch Vyacheslav Demchenko, the cost of fuel in Russia in terms of dollars is one of the lowest in the world. Similar opinions adhere to both the Ministry of Energy, where they consider the price of gasoline unfairly understated.
