He added that Russia has learned to quickly adapt to such conditions. Also, the head of Sberbank recalled that the sanctions were introduced only against the new debt that a rather rational move, since “otherwise a panic would arise and foreign investors would start selling paper.” Then Russian investors, according to him, bought them with a big discount.
US President Joe Biden on April 15 signed a decree on the introduction of new sanctions against Russia, part of which was touched by the public debt. Among the grounds for their introduction, allegedly hostile activity of Russia in the cybersfer, interference in the US elections or other foreign countries. From June 14, American companies will be prohibited directly to acquire Russian debt obligations issued by the Central Bank, the National Welfare Foundation or the Ministry of Finance. But they will still be able to buy and sell Russian government bonds in the secondary market.
