“Family surcharges on a child who were held, up to three years and one-time payments – in general prevented the growth of poverty in the country by 2 percent,” he said, stressing that the figure would still grow out. Earlier, Kudrin said that state support comes far from all low-income Russians, without it every fifth poor resident of the country remains without it. In particular, he argued that more than 20 percent of citizens who may apply for help are not covered by any programs. At the same time, they are in terms of living level below the subsistence minimum. “
A recent study by HSE has shown that in Russia, families without children became more often poor. “In families without children, poverty to the pandemic was not as high (3.8 percent), but during the crisis rose more than twice,” the report says. In HSE, they pointed out that it was children’s payments that became the main channel of population support, so the poverty level of such families decreased from 32 to 24 percent.
