A bill was submitted to the State Duma, according to which it is proposed to exchange currency and take loans using a driver’s license. This was reported by the Izvestia newspaper.
“The bill on expanding the list of documents for simplified identification of bank customers through a driver’s license was submitted to the State Duma in February 2021,” the newspaper writes.
For such purposes, banks will need access to the databases of the Ministry of Internal Affairs so that customers can be identified by license. As the chairman of the National Council of the Financial Market (NSFM) Andrei Yemelin said, the conclusion on the bill has been sent to the State Duma, Central Bank, Ministry of Economic Development, Ministry of Finance and Ministry of Finance.
The Central Bank of Russia and a number of banks supported the initiative. They explained that people carry their rights with them more often than other documents and a passport may not always be available.
The fact that Russians can be allowed to receive financial services for a driver’s license became known in October last year. Then it was assumed that without a passport and with a driver’s license, Russians would be able to conclude an agreement with a non-state pension fund, issue a consumer loan for up to 15 thousand rubles, exchange currency or receive a lottery win.
