The Ministry of Natural Resources of Russia is thinking about increasing the rates of environmental fees for negative impact on the environment (NVOS) and is working on options. Izvestia writes about this with reference to the department.
According to the publication, the decision to raise rates can be made according to the draft roadmap for extended liability of manufacturers and importers of goods and packaging (EPR), which was approved at the end of 2020. The document does not contain specific data on the levels of environmental charges and fees for IEE, but it does contain plans to revise the procedure for calculating them.
In November 2020, Deputy Prime Minister Victoria Abramchenko, at a meeting with Russian President Vladimir Putin, announced that the Russian government was finalizing a draft law obliging the owners of industrial enterprises to compensate for damage to the environment. If the law is adopted, legal entities, their founders and individual entrepreneurs will be responsible for the elimination of environmental damage after the decommissioning or conservation of facilities that had a negative impact on the environment, or in the liquidation or bankruptcy of their owners.
